There is a game (of sorts) that does exactly that: it places the image of an anime girl as the background of your desktop.

In my opinion, if you want to have your very own cute and adorable pet to accompany you in your learning journey in the game, then this is your best option.”
Your desktop background comes to life with a small, erm, “pet,” prattling around and climbing all over all over your screen as it crawls all over it. Honestly, we aren’t sure how much you’ll be able to learn with a small anime girl climbing about the place all by herself, but we’re sure you’ll be able to have some fun anyway.
On the other hand, it should be noted that VPet-Simulator is an open-source game on GitHub, which means that anyone can delve into its code and modify the game in any way they see fit. It would be appreciated if you could all stay calm about this.
